AP CID arrests rebel MP from Hyderabad on sedition charges
Around 30 AP CID officers went to Kanumuru Raghu Rama Krishna Raju's residence in Hyderabad and arrested him. He was booked under IPC §§124A (sedition), 153A, 505 r/w 120B for allegedly making speeches against CM Jagan Mohan Reddy's government and instigating communal unrest. He was then taken overnight to the CID regional office in Guntur despite having recently undergone bypass cardiac surgery.
Presented before Magistrate; attorney alleges he cannot walk
When Raju was produced before a Magistrate, his lawyer stated police had used third-degree methods, leaving him unable to walk. The lawyer also told the court he had undergone bypass surgery and required immediate medical examination. Raju subsequently wrote to the AP High Court alleging indiscriminate beating and attempted murder in custody, describing police sitting on his chest to force him to disclose his phone password, and denial of medicines.
Supreme Court directs Army Hospital medical examination
The Supreme Court directed that Raju be immediately taken to the Army Hospital, Secunderabad, for examination by a three-doctor medical board constituted by the hospital head. A judicial officer nominated by the Chief Justice of the Telangana High Court was to be present, and the proceedings were to be videographed and submitted in sealed cover to the Registrar General of the Telangana High Court. Raju was admitted there in judicial custody.
Supreme Court grants bail; army hospital report shows prima facie torture
A bench of Justices Vineet Saran and B.R. Gavai granted bail to Raju in Criminal Appeal No. 515 of 2021. The Army Hospital, Secunderabad medical board reported an undisplaced fracture of the distal phalanx of the second toe (left foot) and ecchymosis/edema on both feet; the SC formed a prima facie opinion that he had been tortured in police custody. The bench noted that custodial interrogation was unnecessary as all statements were on record. Bail conditions: Rs. 1 lakh personal bond, 24-hour notice before interrogation, advocate present during questioning, no media statements about the case.
TDP returns to power; Raju wins Undi seat and joins TDP
The TDP-led NDA alliance defeated YSRCP and formed government in Andhra Pradesh in June 2024. Raju contested the Undi assembly seat as a TDP candidate and won. On 14 November 2024 he was unanimously elected Deputy Speaker of the AP Legislative Assembly.
FIR 187/2024 registered at Nagarampalem PS, Guntur — five named accused
Raju lodged a formal complaint leading to FIR No.187/2024 at Nagarampalem Police Station, Guntur under IPC §§120B, 166, 167, 197, 307 (attempt to murder), 326, 465, and 506 r/w 34. The six named accused were: A1 — P.V. Sunil Kumar (then CID DG); A2 — P.S.R. Anjaneyulu (then Intelligence DG); A3 — YS Jagan Mohan Reddy (then CM); A4 — R. Vijaya Paul (then Addl SP, CBCID); A5 — Dr. Neelam Prabhavati (then Superintendent, GGH Guntur); A6 — Kamepalli Tulasi Babu. Raju's complaint stated officers beat him with a rubber belt and lathi, sat on his chest applying pressure, and denied him heart medicines under direct orders of then-CM Jagan.
PV Sunil Kumar suspended; suspension extended to superannuation date
The AP government suspended IPS officer P.V. Sunil Kumar (RR:1993) under Rule 3(1) of the AIS (D&A) Rules, initially citing multiple unauthorised foreign visits without prior government permission during the YSRCP regime. The suspension was extended by GAD order dated 22 February 2026 until 30 June 2026 — the date of his superannuation — or until completion of criminal proceedings, whichever is earlier. He was questioned by the CID around December 2025; he gave partial answers to some questions and remained silent on others.
AP High Court denies bail to A4, A5, and A6; SC stays Prabhavati order
Justice Dr. V.R.K. Krupa Sagar of the AP High Court (Amaravati) denied bail to three accused in FIR 187/2024 across three separate petitions: (1) R. Vijaya Paul (A4), then Addl SP CBCID — Crl.P. No. 5293/2024, dismissed 24 Sep 2024; court held that when 'law enforcers become law breakers' stricter standards apply, and custodial interrogation was needed to unearth the conspiracy. (2) Dr. Neelam Prabhavati (A5), then GGH Guntur Superintendent — Crl.P. AP police arrest Bihar-cadre IPS officer M. Sunil Kumar Nayak in Patna; transit remand denied
AP police arrested M. Sunil Kumar Nayak (2005-batch IPS, Bihar cadre), who had served as DIG of AP CID on deputation 2019–2022 and was present in Guntur on 14 May 2021, from his posting in Patna as IG, Bihar Fire Services. He is named in FIR 187/2024 in connection with the alleged custodial assault. The Patna Civil Court refused transit remand the same day, citing absence of a valid arrest warrant, no updated case diary produced before the court, no prior intimation to the Bihar police, and mandatory legal procedures not followed. The court barred coercive action for 30 days. The Patna High Court also subsequently stayed his arrest.
Sunil Nayak appears voluntarily for questioning at Guntur
Following the failed transit remand attempt and subsequent legal proceedings, M. Sunil Kumar Nayak appeared before investigators at the CCS Police Station in Guntur for questioning in the custodial assault case. The questioning was led by investigating officer Vakada Damodar. The Deccan Chronicle reported the appearance, noting the inquiry was expected to continue until 5 PM.
