State case says arrest planning began before registration
Secondary reports and later court/service records preserve the State's case that senior officers acted on prior oral instructions and travel planning before the 2 February 2024 FIR. The CAT order records the State allegation that Vishal Gunni met the then DGP Intelligence on 31 January and left for Mumbai at 7:30 AM on 2 February, shortly after FIR registration.
Flight tickets to Mumbai booked a day before the FIR
The APHC common anticipatory-bail order records, in its event table, that three flight tickets from Vijayawada to Mumbai were booked on 1 February and nine more Hyderabad-to-Mumbai tickets were booked by the investigation team on 2 February, the day Crime No.90/2024 was registered.

APHC records identify the original case as Crime No.90/2024 at Ibrahimpatnam Police Station, NTR District. Vidyasagar's written information named Kadambari Jethwani, her mother, father, and brother as accused and alleged extortion, cheating, forgery, and conspiracy over a purported land-sale document.
Jethwani and both parents arrested in Mumbai
The APHC record says Jethwani and her parents were arrested in Mumbai on 3 February 2024 in Crime No.90/2024, produced before a competent court in Andhra Pradesh, and remanded to judicial custody.
Police custody and regular bail in Crime No.90/2024
APHC records show police custody was granted from 10 to 15 February 2024 in Crl.M.P.No.225/2024. Jethwani and her parents later filed Crl.M.P.No.353/2024, and the IV Metropolitan Magistrate, Vijayawada granted conditional bail on 12 March 2024.
Jethwani statements become Crime No.469/2024
The APHC stay order records that Jethwani's statements were recorded on 31 August, 5 September, and 13 September 2024, after which FIR No.469/2024 was registered against Vidyasagar and others. The APHC bail order separately records that Jethwani's written information dated 13 September was registered as F.I.R.No.469/2024.
AP government suspends three IPS officers
The APHC Vidyasagar bail order records that high-ranking police officers were suspended by government proceedings dated 12 and 15 September 2024. The CAT order identifies Vishal Gunni's suspension as G.O.Rt.No.1590 dated 15 September 2024, later confirmed by the Ministry of Home Affairs.
Vidyasagar arrested, remanded, then granted APHC regular bail
The APHC order in Crl.P.No.8385/2024 records Vidyasagar as A1 in Crime No.469/2024. It says he was arrested in Dehradun on 20 September 2024, remanded on 23 September, spent about 77 days in judicial custody by 8 December, and was granted regular bail on 9 December 2024 with attendance, cooperation, and no-tampering conditions.
APHC grants pre-arrest bail to police and legal accused
In a common order in Crl.P.Nos.6640, 6702, 6734, 6802 and 6934 of 2024, APHC granted anticipatory bail to Kanthi Rana Tata, M. Satyanarayana, Vishal Gunni, K. Hanumantha Rao, and I. Venkateswarlu in Crime No.469/2024. The court held, for bail purposes, that registering Crime No.469/2024 at the behest of an accused in Crime No.90/2024 suffered from a serious legal flaw.
Vishal Gunni suspension extension reaches CAT record
The CAT order records Gunni's challenge to his original suspension and extensions: G.O.Rt.No.1590 dated 15 September 2024, G.O.Rt.No.1970 dated 13 November 2024, and G.O.Rt.No.518 dated 12 March 2025, extending the suspension up to 9 September 2025.
Anjaneyulu arrested, remanded, then granted APHC regular bail
Press reports place PSR Anjaneyulu's arrest on 21 April 2025; the APHC bail order records him as petitioner/A2 in Crime No.469/2024, says he was produced and remanded on 23 April after arrest, and grants regular bail on 29 May 2025 in Crl.P.No.5623/2025 with reporting, passport, cooperation, no-tampering, and media-comment restrictions.
APHC stays further proceedings against Vishal Gunni
In Crl.P.No.4395/2025, heard with Crl.P.Nos.3649, 3898 and 3933 of 2025, APHC stayed all further proceedings against Vishal Gunni in Crime No.469/2024, pending counter and further hearing, after noting the Section 195 Cr.P.C. challenge to the registration of the crime.
CAT quashes Gunni suspension; APHC challenge follows
CAT Hyderabad allowed OA/020/0423/2025 on 29 August 2025, quashing Gunni's 15 September 2024 suspension and the 13 November 2024 and 12 March 2025 extensions, and directing reinstatement with consequential benefits. APHC's 5 May 2026 cause list shows WP/28054/2025, The Government of AP vs Vishal Gunni, listed as a suspension petition; Deccan Chronicle reported that APHC granted an interim stay of the CAT order that day.

- The court sources identify Crime No.90/2024 as Vidyasagar's original Ibrahimpatnam PS FIR against Jethwani and family, and Crime No.469/2024 as Jethwani's later complaint/counter-case against Vidyasagar, police officers, and a legal advisor.
- The APHC sources support that Jethwani and her parents were arrested in Mumbai on 3 February 2024, remanded, granted police custody for 10-15 February, and granted conditional bail on 12 March 2024 in Crime No.90/2024.

- No final court order closing or quashing Crime No.90/2024 is archived; APHC orders repeatedly state that Crime No.90/2024 was still under investigation when those bail/stay questions were heard.
- The APHC orders for 7 January 2025, 8 May 2025, and 29 May 2025 are archived through Indian Kanoon/eCourts mirrors because official APHC PDFs were not located or were blocked from scripted ingestion.
