AP High Court directs CBI to register a case
The Andhra Pradesh High Court in WP Nos. 794 and 6604 of 2011 (and WP 6979/2011) directed the CBI to register a case on the allegation that investors who invested at very high premiums in companies owned and promoted by an AP Member of Parliament did so as a quid-pro-quo for favours granted by the then Chief Minister of Andhra Pradesh. The court exercised suo motu jurisdiction after the CBI declined to register a case on its own.
CBI registers RC 19(A)/2011; simultaneous searches in 7 cities
CBI Hyderabad registered RC 19(A)/2011 under IPC §§120-B r/w 420, 409, 477-A and PC Act §§13(2) r/w 13(1)(c) and (d) against Y.S. Jagan Mohan Reddy (MP, designated A-1) and 73 others. Simultaneous searches were conducted at Hyderabad, Bangalore, Chennai, Kolkata, Rajkot, Delhi, and Mumbai. The core allegation: Jagan floated companies — primarily Jagati Publications Pvt. Ltd. (later public, incorporated 14.11.2006) — and engineered investments at high premiums from businesses that thereafter received state-government benefits including SEZ land allotments, irrigation contracts, mining and prospecting licences, and hotel relaxations during Y.S. Rajasekhara Reddy's tenure as Chief Minister.
First three charge sheets (CC 8, 9, 10/2012): Hetero/Aurobindo, individual investors, Ramky
CBI filed the first three charge sheets before the Special Judge for CBI cases, Hyderabad. (1) 31.03.2012 — Hetero Drugs and Aurobindo Pharma cluster: alleged quid-pro-quo investments for APIIC land allotments at SEZ Jedcherla and EPIP Pashamylaram; cognizance taken as CC 8/2012. Accused included Jagan (A-1), pharma company directors/MDs, a publication company director, an infrastructure company, the then VC & MD of APIIC, and APIIC's Zonal Manager. (2) 23.04.2012 — Individual investors: cognizance CC 9/2012. (3) 07.05.2012 — M/s Ramky: cognizance CC 10/2012. All charge sheets carried IPC §§120-B, 420, 409, 468, 471 and PC Act §§11, 12, 13(2) r/w 13(1)(c)/(d). The CBI release expressly restated the presumption of innocence.
CBI arrests Jagan; multiple bail applications rejected through December 2012
CBI arrested Y.S. Jagan Mohan Reddy on 27 May 2012. Bail was denied by the Special Judge (01.06.2012) and by the AP High Court in Crl.Pet. 5211/2012 on 04.07.2012, which noted the serious nature of the offences and Jagan's personal and financial clout as grounds for fearing witness influence. Two SLPs filed in the Supreme Court: SLP 5901/2012 was dismissed outright; SLP 5902/2012 was dismissed on 05.10.2012 with directions to CBI to complete investigation and file consolidated charge sheets on the remaining seven issues. The trial court rejected further bail applications (Crl.M.P. 1938, 1939/2012) on 28.11.2012 and 04.12.2012; the AP High Court also dismissed bail in Crl.Pet. 8576/2012 on 24.12.2012 and Crl.Pet. 8750/2012 on 24.01.2013.
4th charge sheet: VANPIC port-industrial corridor project (CC 14/2012)
CBI filed its fourth charge sheet against thirteen accused — Jagan (A-1), three senior AP IAS and other officers, three private businessmen, two former AP Ministers, and four private AP-based firms — for alleged irregularities in the Vadarevu And Nizampatnam Port & Industrial Corridor (VANPIC) project. Sections: IPC §§120-B, 409, 419, 420, 468, 471, 477-A and PC Act §§9, 11, 12, 13(2) r/w 13(1)(c) and (d). The Principal Special Judge took cognizance as CC 14/2012.
Supreme Court upholds bail rejection (Crl.A. 730/2013)
The Supreme Court dismissed Jagan's criminal appeal against the High Court's bail-rejection order in Criminal Appeal No. 730 of 2013 (arising from SLP(Crl.) 5902/2012). The court affirmed that the serious economic nature of the alleged offences and Jagan's potential to influence witnesses given his clout justified continued custody at that stage. The observations about grave economic offences were made in the context of the bail threshold, not as a finding of guilt.

Charge sheets 9–10: Indu Techzone and Lepakshi Knowledge Hub (CC 27, 28/2013)
CBI filed two more charge sheets on 17.09.2013. (9) — Indu Techzone / Hyderabad-based company cluster: alleged allotment of 250 acres at Shamshabad and Rs. 15 crore quid-pro-quo investment in a Bangalore-based private firm; cognizance CC 27/2013. (10) — Lepakshi Knowledge Hub cluster: alleged allotment of 8,844 acres in Anantapur district and Rs. 50 crore quid-pro-quo investment in a Hyderabad-based publications company; cognizance CC 28/2013. Former IT Minister of AP, former CMD of APIIC, and former Principal Secretary of the Industries & Commerce Department were among the named accused in this batch.
Trial court grants bail after 16 months in judicial custody
The Principal Special Judge for CBI cases, Hyderabad, granted bail to Y.S. Jagan Mohan Reddy on 23 September 2013, approximately 16 months after his arrest on 27 May 2012. The bail came after the main batch of charge sheets was filed. Specific bail conditions are not detailed in the Telangana High Court order that records this date.
11th and final charge sheet: AP Housing Projects / Indu Projects Housing (CC 26/2014)
CBI filed its eleventh and final charge sheet in RC 19(A)/2011, relating to AP Housing Projects and Indu Projects Housing; the Principal Special Judge took cognizance as CC 26/2014. This completed the charge-sheet filings in the case. An official CBI press release for this 11th filing was not recovered from the archived CBI press index during the research pass.
CBI court allows first foreign trip — London for daughter's graduation
The Special CBI Court, Hyderabad, permitted then-Chief Minister Jagan to travel abroad from 17 May to 1 June 2024. The CBI had opposed the petition. The court allowed the trip with conditions including submission of itinerary and contact details before departure. Jagan traveled to London, Switzerland, and France; the primary purpose was attending daughter Varsha Reddy's Master of Science in Finance graduation ceremony at King's College London.
Passport dispute: Vijayawada court issues 1-year NOC; AP HC orders 5-year passport
After losing the CM post in June 2024 and needing a regular passport, Jagan sought a No Objection Certificate from the Vijayawada Special Court for MPs and MLAs (where a defamation case was pending). The Vijayawada court issued an NOC for only a one-year passport with a ₹20,000 surety. Jagan challenged this before the AP High Court. Justice VRK Krupa Sagar upheld the surety condition but directed the Vijayawada court to issue an NOC suitable for a five-year passport. A planned September 2024 London trip (to visit his daughter studying in the UK) was cancelled/deferred during the dispute.
Supreme Court dismisses transfer petition; points to Telangana HC monitoring
In Raghu Ramakrishna Raju's transfer petition, the Supreme Court recorded the petitioner's complaint that the CBI cases had been pending for over ten years and noted submissions about limited progress despite High Court orders. The Court declined to transfer the case, observing that the Telangana High Court was monitoring the CBI-court proceedings and had directed day-to-day handling. The transfer petition was dismissed; connected SLPs were dismissed as withdrawn.
Lepakshi land track shifts toward a new Sri Sathya Sai industrial-park plan
Newsmeter reported that Andhra Pradesh plans a 23,000-acre industrial park in Sri Sathya Sai district, including land earlier allotted to Lepakshi Knowledge Hub. The report says the 8,844 acres once allotted to Lepakshi were mortgaged, banks moved NCLT after defaults, ED seized portions, and officials said some disputed lands had since been acquired through NCLT proceedings. This affects the land-recovery/industrial-use track, not the criminal-trial verdict.
London trip completed; CBI petition over phone number dismissed
After obtaining the court's permission in September 2025, Jagan traveled to London (11–20 October 2025) to visit his daughter. On return, the CBI filed a petition alleging he had violated the bail condition requiring submission of his own mobile number, because the number provided was registered in the name of his assistant Samuluru Babu of Pulivendula. Jagan's counsel responded that he does not own or operate any personal mobile phone and carried his assistant's handset solely to remain reachable per the court's direction. CBI Court Judge Dr. T. Raghu Ram dismissed the CBI petition, holding that "a mobile number and email ID through which the petitioner can be reached when he is abroad need not necessarily be his personal number or email ID."
First in-person court appearance since January 2020
Following the October London trip, the court directed Jagan to appear in person. He initially sought exemption by video conference, which the CBI opposed. Deccan Chronicle reported that he withdrew the exemption memo and informed the court he would appear by 21 November. On 20 November 2025 Jagan appeared in person before the Special CBI Court, Nampally, Hyderabad — his first in-person appearance since 10 January 2020 (when he was CM). Proceedings remained procedural, with defence counsel reiterating the request to club the multiple charge sheets.
Penna-linked Srilakshmi quash plea reserved
Deccan Chronicle reported that the Telangana High Court reserved orders on former industries secretary Y. Srilakshmi's petition to quash the CBI case. The CBI opposed the plea and linked the allegations to Penna Cements benefits including Anantapur land, Kurnool prospecting rights, Tandur lease renewals, and Pioneer Hotels concessions. The official post-reservation High Court order is not yet archived here.
CBI opposes Jagati Publications fund-transfer/new-account request
Siasat reported that Jagati Publications, owner of Sakshi, sought relaxation of earlier bank-account restrictions to transfer funds to Dubai or open new bank accounts. CBI opposed the interim request, saying the earlier order allowed 19 collection accounts and five payment accounts while barring new accounts until completion of the CBI trial. Justice E. Tirumala Devi reserved orders.
CBI court grants permission for UK and Europe trip (20 Apr – 15 May 2026)
The Special CBI Court, Hyderabad, granted Jagan permission to travel to the United Kingdom and European countries from 20 April to 15 May 2026 — a 25-day trip to visit family including daughters based in London. The court imposed conditions: a ₹1 lakh financial bond; submission of full tour itinerary, hotel/residence addresses, phone number, and email ID to the court and the CBI before departure; appearance before the court (or via video conference) immediately upon return; and no inducement or influence of witnesses during the trip.
Dalmia PMLA attachment reduced; attached properties released against bank guarantee
The PMLA Appellate Tribunal's Dalmia final order reduced alleged proceeds of crime in Dalmia's hands to Rs.92.52 crore against Rs.793.34 crore quantified in the PAO. Dalmia's 28 April 2026 stock-exchange intimation says ED accepted a Rs.93 crore bank guarantee on 21 April 2026 and released all properties attached under the PAO. Dalmia also says it will challenge the remaining POC finding.

What the sources support
- CBI registered RC 19(A)/2011 on 17 August 2011 under Andhra Pradesh High Court directions; case registration and the quid-pro-quo theory are documented in official CBI press releases archived from cbi.gov.in.
- Eleven charge sheets were filed before the Principal Special Judge for CBI cases, Hyderabad between March 2012 and September 2014; the Telangana High Court order lists all eleven with corresponding CC numbers (CC 8/2012 through CC 26/2014).
- Y.S. Jagan Mohan Reddy was arrested on 27 May 2012, remained in judicial custody through multiple bail rejections by the trial court, the AP High Court, and the Supreme Court, and was granted bail by the trial court on 23 September 2013.
