APSBCL retail monopoly and special-margin architecture
The CAG records that Andhra Pradesh granted APSBCL exclusive privilege for retailing IMFL and foreign liquor statewide from 1 October 2019, and later allowed special margin money to be retained by APSBCL. The same CAG passage treats APSBCL borrowings backed by government support as a liability to the State, which is background to the later procurement-manipulation allegations, not a scam finding by CAG.
CID FIR follows Principal Secretary complaint and APSBCL committee record
The Supreme Court's 16 May 2025 order records Crime No.21/2024 at CID Police Station, Mangalagiri, with IPC and Prevention of Corruption Act offences. It reproduces the FIR basis: an APSBCL committee had flagged suppression of established brands, preferential OFS allocation to new brands, a shift from automated OFS to manual processing, and a recommendation for specialised investigation.
Supreme Court upholds Kasireddy arrest-remand posture
In the Kasireddy habeas/remand challenge, the Supreme Court reproduced the written grounds of arrest against Kessireddy Raja Shekhar Reddy, including alleged kickback-driven liquor trade, control over OFS issuance, shell-company transfers, and wrongful loss to APSBCL and the State exchequer. The Court held the grounds of arrest were meaningful and dismissed the appeal, while leaving regular bail open before the competent court.
Supreme Court sends Midhun plea back, then refuses anticipatory bail in connected petitions
On 13 May 2025 the Supreme Court remitted P.V. Midhun Reddy's anticipatory-bail plea to the High Court for fresh consideration and recorded the State's statement that he would not be arrested until then, provided he joined the investigation. On 16 May 2025 the Court declined anticipatory bail in connected SLPs after noting the State's allegation of more than Rs.3,000 crore misappropriation, while warning the investigating agency not to use third-degree methods or coerced statements.
Public-health impact becomes a contested data story
The Wire reported NTR Vaidya Seva/Arogyasri data showing increases in alcohol-related liver, neurological, and kidney treatments between 2014-19 and 2019-24, while also quoting a doctor cautioning that improved reporting, insurance coverage, COVID-era factors, and underlying conditions could affect interpretation. A former YSRCP health minister separately rejected the government's liquor-health allegations as baseless and attributed higher detection to healthcare expansion.
Chargesheet reporting names political recipients but notes court cognizance was pending
Indian Express reported that the CID chargesheet alleged Rs.50-60 crore in monthly bribes between June 2019 and May 2024 and named Y.S. Jagan Mohan Reddy as an alleged kickback recipient, while also stating he had not been named as an accused and the Vijayawada court had not yet taken cognizance. The same report carried YSRCP's political-vendetta response and allegation that statements were extracted under pressure.
Naidu alleges Rs.10,000 crore scale and ~30,000 suspected deaths
Deccan Chronicle reported Chief Minister N. Chandrababu Naidu's Assembly allegation that excise-sector irregularities during 2019-2024, initially pegged at Rs.3,500 crore, could be as high as Rs.10,000 crore. The same report says Naidu claimed nearly 30,000 people had died suspectedly due to substandard liquor linked to kidney, liver, and heart ailments, and that a Cabinet sub-committee was constituted to probe irregularities and overhaul excise.
ED attaches Rs.441.63 crore and alleges Rs.3,500 crore wrongful loss
ED's official press release says it attached movable and immovable properties worth Rs.441.63 crore under PMLA, initiated the case from the AP CID FIR, alleged disabling of an automated procurement system in favour of manual OFS discretion, and alleged Rs.3,500 crore wrongful loss / kickbacks with a traced money trail of Rs.1,048.45 crore. These remain ED allegations unless adjudicated.
Illicit-liquor enforcement and bail posture remain active
Separate from the procurement scam, AP excise officials reported 14,539 illicitly distilled liquor/jaggery cases in 2024, 6,157 arrests, 1,68,185 litres of ID liquor seized, and Navodayam 2.0. In the court track, New Indian Express reported conditional bail for three accused in January 2026, rejection of Raj Kesireddy's bail then, and an April 2026 e-paper item reporting conditional bail to Raj Kesireddy and A51 Ronak Kumar.
