Lepakshi Knowledge Hub MoA signed
CAG records that Andhra Pradesh entered an MoA with Lepakshi Knowledge Hub for an Integrated Global Knowledge Hub / Multi-Product SEZ in Gorantla and Chilamattur mandals, projecting 1.5 lakh direct jobs and Rs. 8,000-10,000 crore investment over 5-10 years.
APIIC hands over 8,844 acres and permits mortgage
CAG says APIIC handed over 8,844.01 acres to LKH, registered the sale deed at handover instead of after project implementation, and issued NOCs allowing the allotted land to be mortgaged for loans by LKH and related entities.
CAG finds mortgage, diversion, and no jobs
CAG records that LKH mortgaged 4,397 acres to support Indu Projects' Rs. 790 crore loan, that Rs. 562 crore was used by Indu Projects on its own ventures, and that by November 2011 LKH had not established an industry or created employment on the allotted land.
Cancellation order and High Court writ appear in NCLT record
A 2023 NCLT order records APIIC's position that Andhra Pradesh cancelled the subject allotment through G.O.Ms.No.44 dated 13 February 2014, and that LKH challenged it in W.P. No. 5028 of 2014 before the High Court.
Indu Projects enters CIRP and Earthin plan is approved
NCLAT records Indu Projects' CIRP commencing on 25 February 2019 and an Earthin Projects consortium plan approved in 2021, with Rs. 4,531.44 crore claimed by creditors, Rs. 4,138.5 crore admitted, and Rs. 501 crore proposed for creditor settlement plus Rs. 40 crore working capital.
PAC raises public-land auction alarm
The Hindu reported PAC Chairman Payyavula Keshav demanding that the government protect about 10,000 acres linked to Indu Projects and LKH, alleging that banks were auctioning the lands in NCLT after loans to Indu Projects.
Failed payment leads to fresh CIRP
Official NCLAT records say the resolution applicant was required to deposit Rs. 501 crore by 23 January 2022, no payment was made even after extension, and NCLT allowed a fresh CIRP because the successful bidder failed to honour the resolution-plan commitments. A secondary The Hindu mirror names Haritha Fertilizers as the successful bidder in a cancelled 9,000-acre LKH auction, so bidder identity needs a primary order or corporate filing before being treated as settled.
Second resolution plan approved
NCLT approved the resolution plan submitted by a B. Subba Reddy and C. Venkateswara Reddy consortium after a fresh process that received eight EOIs and a 100% CoC vote, with the plan table showing a Rs. 501 crore total resolution fund.
APIIC intervention dismissed in NCLT
APIIC asked NCLT to exclude the Chilamathur land from the asset/information memorandum and resolution process, but NCLT recorded the resolution professional's statement that the corporate debtor was not trying to sell those lands and dismissed the application.
Appeal dismissed and Supreme Court refuses interference
NCLAT dismissed Earthin's appeal against the second resolution-plan approval, finding no merit and no locus after its failed plan. The Supreme Court then found no reason to interfere with the NCLAT judgment and dismissed the civil appeal.
APIIC policy appendix lists Lepakshi Knowledge Park
The APIIC-hosted G.O.Ms.No.31 appendix lists Lepakshi Knowledge Park in Sri Sathya Sai district as PIP-001, classified as a mega private industrial park.
23,000-acre Sri Sathya Sai park reset is reported
Newsmeter reported that Andhra Pradesh decided to develop a 23,000-acre Sri Sathya Sai industrial park including land earlier allotted to Lepakshi Knowledge Hub, with 16 sector zones and a master plan under preparation; this remains a secondary report until the official master plan, acquisition notifications, or APIIC project documents are archived.

What the sources support
- The CAG record supports the original LKH allotment terms, mortgage permissions, diversion concerns, and the finding that no industry or employment had been created by November 2011.
- The court record supports the Indu Projects CIRP sequence, Earthin's failed Rs. 501 crore plan, the 2023 second resolution plan, APIIC's attempted exclusion of land from the process, and Supreme Court refusal to interfere in January 2024.
- The official 2025 APIIC policy appendix supports only that Lepakshi Knowledge Park was listed as PIP-001, a mega private industrial park; it does not by itself establish delivered investment, jobs, or clear title over all LKH lands.
