Evidence boundary
Supported and not established
The line matters: archived records can support a finding without resolving every allegation, motive, or final outcome.
What the sources support
- The archived Hero sources support the 23 March 2018 foundation-stone event and the stated Chittoor project scale.
- The archived annual report supports that Chittoor Phase I was commissioned in FY2019-20 with 0.4 million units of installed capacity.
- The archived filings support a separate Tirupati GPC 2.0 investment track, with Rs. 600 crore initially approved and Rs. 170 crore added later.
What remains unresolved
- The archive does not establish actual Chittoor job creation against the projected 12,000 jobs.
- The archive does not reconcile the Rs. 622 crore and Rs. 700 crore Phase I capex figures in Hero's FY2019-20 annual report.
- The archive does not include AP-side land, incentive, vendor, or construction-progress records for Chittoor or Tirupati.
